The Sims 3 for Windows and Mac OS X is region free. Consoles such as the Wii are region locked.

But some languages will not work with other languages (e.g. Japanese text on English Sims 3 will appear as underlines). That will not be a problem with the French version of the game, though. 

You can always register all your games here:

https://www.thesims3.com/registeragame.html

They will show up in your Origin client after that and you can download the language version of your choice.
