If you start a new town, the place where the festivals happen is already set to change. So don't do anything. If you start an old save, it should come up with a thing asking you if you want to place the festival lot in your town. 

If neither of the above is happening, it's possible that the lot is somehow missing the " seasonal lot marker." To place one, first go to the lot and open up the cheat box by pressing ctrl, shift and c. Then type into the box - testingcheatsenabled true. Then open up the box again and this time type in: buydebug on. Go to the sort by function section in buy mode. You should see a square with a question mark, go into it. Go to the misc. objects and scroll down until you see a round black circle, there will be quite a few so keep on scrolling down until you find the one called "seasonal lot marker". Place it on the lot.

To get rid of the cheats, open the cheat box and type in: buydebug off. Then open it again and type in: testingcheatsenabled false. It MUST be in this order, if you do it vice-versa you can't turn off buydebug and it just gets really complicated.

    Hi i did everything you said, and when i went to place the seasonal lot marker down, there was already one one the lot, but yet it still only shows up as a park and not a festival ground :/

    have you tried in edit town change lot type to festival ground

    Hey LizzieAnne, not sure if you are still having this problem, but I found your thread because I had this problem too and I fixed mine.
    I'm in Appaloosa Plains and wanted to place the Appaloosa festival grounds, but the lot would not give me option to place a copy there. I had chosen a large enough lot, changed it to "Community" and "Festival Grounds", but the symbol still did not show up when I wanted to place the grounds. So I simply bulldozed the lot (even though there was nothing on it) and it reset to "No Visitors Allowed". I then changed the lot to "Community" and "Festival Grounds", and now I can place the Appaloosa Festival Grounds. I'm sure it works with other world festival grounds as well. I hope this fixes your problem if you have not already found a solution. 🙂

    Thank you. I had the same problem. I now have a festival lot. I do not know if it works yet, have to find out. But I did get it placed which I could not do before. Thank boy for the bulldoze info.
