@AlexanderMac08  The apartment building has extra rooms in it that your sims don't use.  These are designated as "hidden rooms," and NPC (non-player-controlled) sims "live" there and appear there when they're not working.  This includes role sims like the ones you're seeing.  The problem is that the hidden rooms are built incorrectly, and sims are getting stuck.  Each hidden room needs to have a door, and you need to make sure that the hidden room markers aren't blocking the doors.  The last door you add usually becomes the door that all the sims try to use to enter, so add NPC apartment's front door last.

From your description, it's also possible that NPC sims are appearing inside a fenced-in area where there is no gate or other way for them to get out.  If this is the case, you can try placing a gate and unlocking it, or just leaving a gap in the fence for them to use.

    Hi. I did so too. I added another door to the hidden room and again the same is not known for what reason still sims appear in the hallway and say that the door is blocking the exit.

    @AlexanderMac08  It's possible that there is some leftover jig (from an action that a sim performed) blocking the path.  To get rid of it, you'll probably need to bulldoze and replace the entire lot.  You can evict the family living there in Edit Town, save the building to the bin, bulldoze the lot, replace the building, and move the household back in.  If you do it all in one Edit Town session, the sims will not lose their jobs or relationships, just their promised dreams and opportunities.
