The Sims 3 Late Night and High-End Loft Stuff appear as owned/installed in the EA app, but neither appears in the Sims 3 Launcher or loads in-game. I have already cleared the EA app cache, repaired the game, removed EP03/SP01 and downloaded both packs again. The issue persists.

Just to confirm, did you purchase Late Night and High-End Loft Stuff, or were you accessing those packs through a subscription that's since expired? You can check your Order History page to confirm.
