What happens when the bug occurs? They will always start talking afterwards.
What do you expect to see? No talking.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
Whenever my sim does peek-a-boo with an infant, they will always queue a talking action right after. Talking takes relatively much time and cancelling this does not always immediately stop them from talking. It is just very annoying. I will not accept that this is 'by design', because it's a bad design. I have not ordered my sims to talk. Only to peek-a-boo.
