The greyed out message with the rain does seem connected to the weather. If I change the weather to sunny, it's not greyed out but as it's broken, it's of course not usable anyways.
Snowing as well as cloudy weather seems to trigger it on your save which does seem odd.
I didn't check, how many times have you upgraded them ? Should you be able to upgrade them further ?
Have you ever been able to repair them ?
I have this issue and it's really strange.
Out the gate I had the issue, then it partially fixed for several hours after I equipped a cybernetic arm (I could repair but not 'Tune Up', didn't get a change to test upgrade).
Then out of the blue, the issue reappeared; tried reequipping the cybernetic arm but couldn't get the 'fix' to reoccur.
So I genuinely have no idea what's going on with the DLC, and this is the third DLC in a row I've brought with some kind of issue that makes a feature unusable.
Safe to say, I'm not going to be purchasing anything more any time soon....
