Try the following
- Close the game
- Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
- Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry
- Start a new save game
- Check if you still have the error
- Report back with your results for further steps on how to get your stuff back.

Thanks for answering
I did as you wrote and it didn't help. Things still won't be released if it's something I've taken from the plot. But now another problem has also appeared and that is that if I pick up things from buy mode and drop them where they should be placed, they disappear.

Does it matter which lot type ? Did you change the lot type at some point ? Are you using always the same build (even on the new save) or did you just go into any existing lot ?
