I had this issue. It seems to be a issue that happens randomly and can be sorted by a quick reload of the game. Reloading the game seems to fix the issues. The only way to replicated it for it to just happen. It happened in new and old saves. It happened to people I know who play sims 4 too. Glad I found this post since I was gonna make a post myself.
