Good news. I think I might have found the cause to this. This only happened to me when I place new lots down. I was placing lots for one of my save files and when I tried to build. It wouldn't let me make changes and this bug only happened to me when placing lots from the gallery down. The work around for me is after placing lots reload the game and then make changes. This happened on new fresh saves too. Not a mod issue and it might be something to do with for rent. Hopefully this information helps since this was how I managed to reproduce the bug.
