I started encountering the same issue a few days ago. I just did the most recent update, then when I went to build a basement in a save that I have been playing for over 3 years, it crashed and did the exact same thing that OP described. I really hope this can be resolved soon as this save is the only reason I play the game, I am multiple generations deep!
