How often does the bug occur? Every time (100%)
What is your current game version number? 1.106.148.1030
What expansions, game packs, and stuff packs do you have installed? all of them.
Steps: How can we find the bug ourselves? You can try to build fence on a foundation platform and/or place stairs (try to change their shape, move and/or delete them).
What happens when the bug occurs? Every single time I try to build fence on foundation platform - it disappears, also when i place stairs i cannot move or delete them. In both situations it is impossible to save the game.
What do you expect to see? Fixed issue with saving and disappearing objects.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

So, since yesterday I've been facing saving issue while I'm in build mode. 

I was trying to build a restaurant, and upon building foundation, I tried to place fence around it. It was a surprise that it disappeared. When I hovered over it - it was shown, but then disappeared again. I couldn't delete it. Undo button was greyed. Since I played for over 3 hours I wanted to save my progress, and after 20 minutes - it was still pending.

I forced closing game in task manager - and then I run TS4 one more time. I went to this lot, and tried one more time - same thing. I rebooted my laptop, and it was all the same. I dropped the idea of building fence, so I decorated everything without it. I wanted to build second floor - so I placed stairs. 

To my surprise, I couldn't change stairs shape, delete or even move them. Again - saving issue happened.

What's the point of playing game if it's impossible to save the progress?
