Having the same issue with the lecture option not being available. However, I did not transfer pets between houses but adopted them. 3 cats and only 1 is lecturable.
What traits do your cats have ?
What age did they have when you adopted them ?
Adopted them all as kittens.
One that isn't working Affectionate, curious and territorial the other broken cat is skittish, prowler and territorial. The lecturable cat is playful, territorial and spoiled.
EDIT: Just tried uploading my family to the gallery and put them in a new save. All cats lecturable now.
