Captain Whitaker is an Adult dog with the Death from Old Age trait. The most recent patch invalidates the trait by enforcing an age requirement of Elder, causing the trait and subsequent ghost status to be removed.
Because Captain Whitaker is a pre-existing Sim, the only workaround I'm aware of is to use the cheats testingcheats on then cas.fulleditmode, then you can go to Manage Households and edit the household he's in to make him an Elder and, if necessary, re-add the cause of death.
I see what you mean but if we go into CAS for Whitaker CAS, we need to add another Sim because CAS doesn't allow pets only in a household.
Is there any way to turn back Whitaker into a ghost without adding a Sim into his household?
This strikes me as such an avoidable issue if previous packs' features had been taken into consideration (along with the wishing well child ghosts issue, if anyone had thought through the implications of restricting ghost traits by age group.) I am begging EA to slow down the release cycle and give the team time to cook!
Also yup, the Captain is no longer dead in my existing saved games either.
Edit: FWIW I don't *think* the "dependents need to be with a teen or older" icon/tooltip on him and Mayor Whiskers is anything to worry about? It's always been the case that you can't edit them in CAS without adding a human Sim to their household, as I found out ages ago when I tried to edit Mayor Whiskers for some reason I can't remember. This just makes it a little more obvious.
