[ARCHIVED] [CD] 'Cat Hangout' lot trait not working

What expansions, game packs, and stuff packs do you have installed? All Expansions/Stuff Packs/Game Packs excluding Wedding Stories and Journey to Batuu.
Steps: How can we find the bug ourselves? I found this bug by creating a library in Glimmerbrook and giving the library the "Cat Hangout" lot trait which should summon stray cats.
What happens when the bug occurs? Stray cats do not spawn on the lot, or in the Glimmerbrook area even with the lot trait.
What do you expect to see? Stray cats spawning on/around the lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I couldn't find that this had been reported yet... Today, I was working on creating a Library on the "Glimmerbrook Watch" lot in Glimmerbrook. I hoped to also have some stray cats appear here, so I added the 'Cats Hangout' lot trait on the Library. After I finished setting it up, I playtested to make sure everything is functioning correctly. My sim spent 2 days straight in the library, and not a single stray cat spawned on or around the lot. 

This is a fresh save, with no mods.

I did a little bit more testing -- I originally suspected that maybe strays do not spawn outside of Brindleton Bay, so I loaded the residential lot next door to my library and added the 'Cat Hangout' lot trait. Stray cats spawned within minutes. So the lot trait does work on residential lots, and it also works in Glimmerbrook. 
I tried removing the lot trait from the Library, Reloading the lot, adding the 'cat hangout' trait back and then reloading the lot again, No strays. 

I tried turning the Library into a residential lot and reloaded it. Stray cats spawned in once it was residential, but did not spawn in when I set the lot back to library.
