I've also started having this issue after getting For Rent, but so far it only seems to be retail affected, when visiting as a customer non of the employees or customers spawn, it works fine if you own the shop and open it whilst there, everyone spawns as intended but if you visit it as a customer no one spawns and it just simply doesn't work.
I tried toggling the opt out of fame setting and it does nothing to help, I've always had it on as I don't want anyone gaining fame, however so far nightclubs, bars and market stall vendors seem to be spawning so thats one thing at least, I haven't tested gyms or restaurants yet or the other community lot types.
@andypuk1980a There might be a separate issue for retail and vet clinic.It might be best to create a separate thread for retail for now, especially if the workaround doesn't work.
I need to test this further as soon as time allows.
