I tried playing as my retail owner, and I opened the store before returning to my current played household. Traveled to the store, and wouldn't you know it, the owner is there and I can now buy stuff! 🙂
Still miss it opening automagically, however. Haven't tried any other workarounds in this thread yet (need restaurants to work, lol), but thank you everyone for your suggestions!
UPDATE: owner left shortly after so I'm not sure what happened.

Steps: How can we find the bug ourselves? Visit retail lots owned by played Sims.
What happens when the bug occurs? The place is deserted. Can't complete any actions there, can't buy anything.
What do you expect to see? NPC staff running the establishment.

I'd fixed this before Xmas by opening all of my retail lots, rehiring all my staff, changing the Fame Toggle, reloading my game and it was working. But since I've added For Rent this week I now have most of my retail lots broken again unfortunately, but not all of them.
So I've gone back to some retail lots today and played as the owners, rehired staff and opened them again. I noticed that some staff were no longer hired though and they hadn't been deleted or fired, they were available to hire again. It took 2 attempts to re hire some of them.
