For me, many families in Sims 4 have their own business - trading. When I go with another family, there is no salesperson in the stores. I can't buy anything. Only a few shops had salespeople. 4 stores had salespeople and 8 stores did not. Wasn't in any bakery. It's been a while.

The Vet Clinic and Retail Shop are owned by the Casas family. If you go there with another family, it will not have employees. Please check Casas's restaurant too, with another family: sometimes it'll not have cooks and the other employees too.
