[ARCHIVED] [CD] [GTW] Retail worker/vets don't spawn for business as customer

I have a couple sim-owned retail stores. A grocery store, a bakery, and a music store.

When the lot is owned by a sim I am unable to purchase items from the store.

Tested without mods. Repaired my game.

Once the lot is sold and owned by no one, I am able to purchase items from the store again.
