[ARCHIVED] [CL] Ceilings disappeared from San Myshuno Apartment

What expansions, game packs, and stuff packs do you have installed? All game packs. All Expansions EXCEPT, Life & Death, Lovestruck, For Rent. All Stuff Packs EXCEPT, Crystal Creations and Home Chef Hustle.
Steps: How can we find the bug ourselves? Entering specifically the 21 Chic Street Apartments any apartment. Hallway will be missing a ceiling, not sure about all apartments, but the TLC apartment will be missing two ceiling areas. All apartments when going 'upstairs' will have access on the floor directly above with a few scattered squares allowing player to build inside the shell of the apartment building.
What happens when the bug occurs? At all times.
What do you expect to see? Ceiling of the hallway, ceiling of my apartment, no access to the inside of the shell.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. Latest update for Life and Death ep.

A rundown of everything I've done to resolve the issue:

I originally had mods, however they were fully updated before I loaded the game.

I tested with mods off and the issues still occurred.

I had a similar issue when lovestruck was released and creating a new save resolved it. That is not the case this time, I've started a new save with mods removed completely and the issue continued.

I deleted the cache and the issue persisted.

I ran a repair also did not work.

Lastly, I uninstalled completely and deleted all files in the documents and where my game is saved (d: drive) then reinstalled it fresh only for the issue to continue to persist.
