POSSIBLE FIX -
I had this issue the first game I played with cottage living - then suddenly it just went away and things acted as they should. I always wrote this off as a fixed bug because it never happened again.... until today. So I came across this post while looking to see if a work around had ever been found and I figured I'd reply since no one else had found anything that worked.
I tried to remember that first game, what I might have done RIGHT before the problem resolved- and I think I figured it out!
I tried all the usual - restart game, buy a new coop etc. and then I realized that BOTH games had one thing in common - the chicken coop was placed on the lot BEFORE any sims moved in. So I thought that maybe, if I restarted the game with NO coup on the lot, it might function. I removed all chickens from the coop, sold the coop, saved and exited the game to desktop. Then I restarted the game, entered the lot, and bought a new coop, and IT WORKED. within minutes my coop had 2 eggs available to collect, and coop became 'slightly dirty' within a few in game hours.
I don't know if this will work for every game, but it did fix this one coop for me so it might be worth a shot.
