Thanks, can you try the following please?

Fully close The Sims 4 on your PS5.

Make sure you have backed up your The Sims 4 data to the cloud (Settings > Saved Data and Game/App Settings. Select Saved Data (PS4). Upload)
- Navigate to Settings > Storage > Console Storage > Saved Data > PS4 Games. Then select the pencil icon to the right of The Sims 4, select User Data, OK and then select Delete in the bottom right corner. Note: MAKE SURE YOU ONLY SELECT USER DATA OR YOU WILL LOSE YOUR SAVED GAME
- Reopen The Sims 4 and resume your game.
And let me know if the Cozy Celebrations starter quest pops up after a few seconds?

@EA_CadeWe should NOT have to do this every single time there is a new event. It is infuriating as this attempt at a PS4/PS5 “fix” does not fix anything. The issue will happen over and over throughout the event (like it did with the Reapers Rewards event). No one wants to do this repetitively while trying to play a game that should not be difficult to play at all.
