I've disabled the entire Tips and Tutorial section but I keep getting popups in game. I took out all script mods, I repaired my game, I tried reverting changes and then turning them off, I've cleared my caches, but I don't know what could be causing this.

@doomdarling Also having issues with this. The Discovery Quests are also not letting me use chess boards on some lots.

    Where did you disable them ? On the main menu or the save game ?

    The chess issue has a thread in bugs somewhere.
