I had this with another discovery quest. I got hundreds of notifications for it, but restarting the game fixed it for me. I think it has something to do with some data which need to be flushed but isn't because of some check to make sure the Reaper's Rewards UI stays put (as it was disappearing for some before).
Usually only one event can happen at a time--the game makes a big deal about that when you try to start a date at a festival for instance--so I think that's why the discovery quests are causing problems.

Can you clarify what you mean by "restarting" the game? Do you just mean shutting the game down and opening it up again, or starting a new save file?

@Serabee Sorry, bb. I meant shutting down the game and turning it back on, yeah.
Sometimes when a game's been running for a while it starts accumulating a lot of junk data that doesn't go away until you restart it. Though I'm sure you've tried that already.
It likely has something to do with temporary data written somewhere either in the user folder or game folder. I can't think of what to suggest outside of a game repair or refreshing the user folder (that's moving "the sims4" folder found at Documents\Electronic Arts\The Sims 4 somewhere else. then restarting the game without it so it can generate a new one. Then you can move your saves, mods, and screenshots back into the new "The Sims4" folder it created for you.)

Yah, unfortunately I've tried that.
I'll give those other things a shot and see how that works.
