I am having the same glitch and this fix did not work for me. I closed the game, deleted the file, and restarted the game and am still getting spammed with discovery quests. I have discovery quests turned off locally in the save as well as globally, and deleting the quests just causes them to immediately reappear. This is only happening in the save file where I completed the Reaper's Rewards event.
I've gotten this issue myself as well after completing The Reaper's Reward Event. I have tried disabling the tab, resetting the discover request, exiting and relaunching the game, nothing has fixed this and its annoying as heck. Even removing mods didn't help. I'm trying the removal of that file now and see if that works
