I dont know if anyone have detected these or its just some problems my game has but:
1. Promotion for the restaurants does not work as expected. When chosing a promotion package the same amount of people comes to the restaurant as before
2. When recommending a cource the staff won't take the order
1. For me the promotion doesn't work the way I thought but I think I know why.
The Sims 4 has by design a limit of 20 Sims per lot and some of these Sims don't come in the lot but stay walking/jogging around the neighborhood. Each employee occupy 1 Sim's place beyond your Sim in the lot, so if you have 6 employees just 14 can come to your restaurant, with a great chance that some of them will not come naturally.
The thing with this promotion is the speed Sims come to your restaurant after costumers finish theirs meals and not the number of them inside your restaurant in the same time.
2. This option never worked for me. Sims keeps waiting forever for the recommendation.

They should really be eating. This is happening while visiting a non-owned restaurant. I don't have any owned restaurants yet to see if the same thing happens.
I think I've noticed a pattern with what causes this behaviour.
If there is a child visiting the restaurant, they will start dancing to any music playing. All of the adults will then join in and possibly be doing the "teach dancing" interaction.
I noticed that after the children left, people in the restaurant went back to eating at tables and no dancing.

Finally got around to test the second issue and it works for me. Do you have mods ?
It have happend to me a lot, the guest keeps sitting at the tables while the stars gets worse and worse until they leave the restuarant
