1. For me the promotion doesn't work the way I thought but I think I know why.

The Sims 4 has by design a limit of 20 Sims per lot and some of these Sims don't come in the lot but stay walking/jogging around the neighborhood. Each employee occupy 1 Sim's place beyond your Sim in the lot, so if you have 6 employees just 14 can come to your restaurant, with a great chance that some of them will not come naturally.

The thing with this promotion is the speed Sims come to your restaurant after costumers finish theirs meals and not the number of them inside your restaurant in the same time.

2. This option never worked for me. Sims keeps waiting forever for the recommendation.

Steps: How can we find the bug ourselves? Send any sim to go dining at a restaurant, for example the default Chez Llama.
What happens when the bug occurs? Since the pre-Parenthood patch back in May 2017, the way stereo music attracts sims seems to have changed. Instead of dining at restaurants, visiting NPCs will flock to a wall speaker and start dancing instead of sitting at their tables, ordering food and eating. This also affects the waiters, who will occasionally stop working and go dancing with the other sims. This also affects my player controlled sims, who get autonomous actions to want to "Teach dancing" to some of the sims who are dancing and will get up from their table and stop dining.
What do you expect to see? I expect to see the old behaviour, where visiting sims would request a table, go sit there and order food, then the wait staff brings it over and they eat. They usually leave straight afterwards, but it would be nice if they also used the bar, if there was one to order a drink before/afterwards. I expect the waiters to be doing appropriate tasks unless they have no customers to serve.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

They should really be eating. This is happening while visiting a non-owned restaurant. I don't have any owned restaurants yet to see if the same thing happens.

Finally got around to test the second issue and it works for me. Do you have mods ?
