New save file with no mods and caches deleted. I tried using refrigerators and stoves that are NOT functional off the grid. I upgraded them with the fuel cell upgrade so they can be fueled with bits and pieces. The fuel level is high. I can cook recipes that do not require the oven just fine. Cakes can be started from the stove (not the fridge) and mix just fine. When it comes time to pour them into the oven, the action chain stops and it cannot be resumed because "power doesn't work off-the-grid". I know it doesn't work. That's why I upgraded to use fuel cell. If I buy energy generating devices like the generator or the solar panels, I can use the stove. I don't think this is by design because laptops and other electrical devices work with full functionality when upgraded with fuel cell. The stoves seem to only work for "off-the-grid" cooking with fuel cell enabled.
Off the grid is definitely broken.
I am currently playing a lot that comes with the Off the grid trait by default.
I still get warnings that the power and water will be turned off by the Landgraab Corp if I don't pay bills.
Also, I can use my laptop in a park, but not at home on Power Conservation Day. The same power that my household is not connected to.
I have ice in my fridge, hardly cook as one meal lasts 2 to 3 days and yet keep running out of solar power too, with a single Sim in a micro home with 6 solar panels and 2 candles.
(I have never used mods or CC in my game and have all expansions except Get Famous.)
