[ARCHIVED] [ECO] Modern Development only partly changing Apartments

How often does the bug occur? Every time (100%)
What is your current game version number? 1.84.197.1030
What expansions, game packs, and stuff packs do you have installed? All Expansions, only Dine Out, Dream Home decorator, Parent Hood and Spa Day. Tiny Living, Moschino, laundry day, vintage glamour and movie hang out stuff packs and no kits.
Steps: How can we find the bug ourselves? Load a saved game or create a new game. Move a sim to evergreen harbour in conifer station an apartment or house doesn't matter. Vote for modern development. Apartment you can play in transforms and turns modern but the other apartment blocks around it stay the same. Otherwise the other houses shells modernise when the time comes, the train station also modernises as does the yellow flower ground. Just the apartment shells don't modernise. They look completely out of place and they USED TO MODERNISE.
What happens when the bug occurs? The surrounding apartments does not modernise along with the playable apartment block that does modernise.
What do you expect to see? It fixed and to work like at launch back in 2020 when the decorative fake apartments around the playable apartment block transformed and modernised.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

So simple problem! When I modernise the development in Conifer Station in Sims 4 Eco Life Style for the PC the playable apartment block will instantly modernise but the surrounding fake apartment blocks do not. They used to back in 2020 when the game came out. Throughout the week the rest of the map will modernise, the train station will change, the decorative fake houses also will change, the ground will get flower petals. Isolated to just the fake decorative apartment buildings surrounding the real one which SHOULD change and they used to!!

Please fix this. I got rid of mods, turned it off in settings. I tried with a brand new game. Still didn't help - it's a bug. 🙂

EDIT: I tried with a new Sims 4 folder - still the issue persists! 

EDIT #2: Also worth investigating is that when you transform Conifer Station up the stairs to the train tracks that gets renovated with a garden and some cute chairs and table. Those chairs and table disappear after a few days. Don't know if loading in another lot like the community garden or maker space is what makes them disappear but they appeared and are now gone. No mods, new folder like I mentioned above!!
