[ARCHIVED] Fence and Handrail overlap

While I'm pretty sure the answer will be "it's by design", this is one of these little thing that pisses you off constantly and can't be easily dealt with. TS2 had pretty good railing system for both fences and the handrails of the stairs. Not perfect, but it worked. In TS4 after the hard searching for the fence and handrail that matches, you will discover it doesn't connect! They just overlaps resulting in something really ugly. This needs to be fixed.
