I have worked out how to replicate this issue! - Tested and it happens on an un-modded, brand-new save
First! Create your lot like this, 2 units in basement.
Then you must save and exit to main menu. If you go to manage worlds directly it will work. If you exit and reload the save this is what it looks like
I didn't take any pictures (of it working), but this exact lot works when you leave from building and go to map view, but not when you exit and reload the entire save. Sims also cannot move into a unit when this issue is happening.
@gooochyeee can you see what happens if you exit and reload your save?

@rory_nutt Thanks for the tag, when I exit and save to main menu it breaks the basement rentals!
