I've got this to work now.
I had to do a game and pack reinstallation for another issue and I went back to the rental property after reinstalling everything. I moved the tenant out and into a different lot. Then I went into the landlord's household and set the rent again on the tenancy agreement. Through Manage Worlds the correct rent was displayed (see image). But when I tried to move the tenant back in via Manage Worlds the rent total reset back to zero again 🤦. So I cancelled the tenant moving and the rent went back to the correct amount. Instead I went back to live mode and got the tenant to move in via her phone. This time the correct rent was displayed. She moved in and the correct rent is also finally showing on the household bills (see image).
So in future I'll remember not to move Sims in to a rental lot via Manage Worlds and instead get them to move in via their phone as that seems to be the workaround for me.
