Same issue, i own all the packs.
I make a rental lots with for appartements.
One of my sim on another lot but the residential lot and i choose the rent.
then i install four families in the rental lot and play with one.
Rent is due, but i can only pay for electricity and water.
since the family haven't pay the rent, which is zero so they can't pay, the landlord says that the rent is due.
