Having the same issue so I have Me Too'd, although I am getting this issue with using the rental cap cheat and trying to add my seventh unit.
The problem lot is the Twin Oracles lot in Newcrest - I was able to add more units previously (I had at least eight about an hour or so before the issue occurred), but then after setting all the rooms of an unoccupied unit back to shared to remove it (rather than clicking the bin icon on the menu), I then tried to create a new unit from a different room and, I didn't realise at the time, but it seemed to reset my seventh unit. After some testing and troubleshooting I am now stuck at six units but I can now reliably recreate the issue.
With the rental cheat off 'Create New' is greyed out as I already have six units, as expected. With the rental cheat on, 'Create New' is not greyed out, but when I select it the information of the second unit in the list is reset (the name, bedrooms/bathrooms etc) and then merges the new room with the unit that was reset. All the units in this lot are occupied by a played household except for one that was occupied via the rental menu.
I have attempted to make this change as the building owner household, the household that lived in the unit that was originally being reset when the issue first occurred, and from Manage Worlds > Build Mode, but I get the same result each time. I have also restarted the game to no avail.
I have found some potential fixes on Reddit where it looks like the issue is that a unit has potentially become corrupted at some point, and others have managed to solve the issue by managing to remove all of the units which seems to then eventually allow them to create new units again - I'm worried that if I try to do this I will end up just having a broken lot I can't do anything with and will end up having to abandon this save!

The same thing happened on my legacy save and I wasn't able to fix it, but I just went back and restored a save from before it happened.
