@foresthag I had this problem but I fixed it. the 4th unit would be added to the 3th.
I went in to world mode, evicted all the tenants. then from build mode I sold the lot. I opened build mode from the world menu and set the lot to residential. saved it back to world. went back in the lot and made it rental again. then from live mode with my sim, bought back the lot and now I could set all (in this case) 5 units again. hope this helps someone.
