On my lots that have a hired gardener, if my Sims leave the lot after the gardener has done their work and charged for it, upon returning I often get a message that the gardener has charged (again) for work they've done while I was away. I've seen this happen in multiple lots, worlds, and saved games.
I'm on macOS 10.12.2 (Sierra), all expansions and packs, no mods or custom content.
This bug happens with every Service Sim as far as I know. While the Sim is on your lot, you pay every time the lot is loaded - also when you just return from CAS. It's especially annoying and expensive with the butler.

I saw this bug as well. The dirty dishes were piled up on the floor, but my sim was still charged for the fee. I never did see the maid.
