It was left open as I never saw anyone post it in Bug Reports or offer a working solution to that issue, except by using cheats. Manage World or traveling to another lot, as someone suggested, does also have no effect.
Guess this needs some retesting.

I can confirm that I’ve had issues with teens getting promoted to level 4 when they started Drama Club as children and aged up yo teens at level 3. I also noticed when my teens were late they got promoted to level 4. I have five teens that all had this issue, so far four finally got the promotion after being late. I may try @Japanic2012 suggestion of taking it easy with my fifth sim, I was going to have her go late. Thanks!

@crinrict I wondered where the borderline actually was for being promoted by trying out different stages in performance and it seems that, if you play it the ordinary way (meaning without being late or skipping + normal work attitude), you can't progress further as a Teen while the check mark is present (as seen in DramaClassBug14.jpg). Once the Teen is out of range of that milestone, there should be nothing in the way to getting promoted after claiming that check mark again.
@MapleSimmer By attending the Drama Class only with "Take it Easy" attitude, keep in mind that there is a slight chance of random events popping up (as seen in DramaClassBug09.jpg) that may award you with a significant bonus in performance (which we don't really want at this time!), rendering the whole effort useless.
