In an unmodded game, the suspect will always be a newly created Sim. If you have an existing Sim (in this case: police officer) chosen for the role, this is due to a mod (probably Paulsons NPC mod or a similar mod, though it will not happen with my townieoverhaul_lessfame as I made sure to not mess with the suspect filters.
So this one clearly is NOT a game issue.

I think I found a fix. Turn on testing cheats (testingcheats enabled after pressing CTRL + shift + C) and then add the suspect to your family via shift + Left click and then have them quit or retire from the police job. After that you can remove them from your family the same way you added them. Attempt to arrest then. Sometimes it says it’s the incorrect suspect even though I know they are the one I’m searching for, so just go back to the police station and reiniciarte the APB and it should mark them as the proper suspect then. I found this thread while googling as I also had this issue and wanted to share another way to get around this glitch! If you're using MC Command Center, follow these steps for my method:
Click the suspect and select the option to open the MC Command Center Panel
Click 'MC Cheats'
Click 'Cheat Sim Info'
Click 'Career Cheats...'
Click 'Quit Job'
This will make the sim quit their career instantly on the spot. In my case it allowed the "Arrest" and "Ask about Suspect" to pop up immediately afterwards and I was able to successfully arrest the suspect.

My suspect is someone from Batuu and I wasn't able to arrest them or ask about a suspect. I added them to my family with the cheat, then deleted them. And I was able to arrest them!

I can only talk about what's in the code and the filters are properly set for that one. Sims in the detective career are even expressively excluded by a separate test.
The report is also rather old. I remember there being a bug where existing Sims were taken for all roles excluding them a while back, but this one is long gone by now.- crinrict4 years agoHero+@83bienchen Yes, this was fixed before but there were still reports coming in after it was fixed, unfortunately.
I don't know what the exact current status is but as long as there's no patch notes or no one from EA coming saying it's fixed, this remains an open issue.
There are probably a lot of threads that have been fixed by now but usually if there's still me toos and people coming in saying they have the issue, something is off.

I am not using any mods. I just started messing around with the testing cheats and ended up finding the solution I did that works. I doubt it prevented or will prevent any future instance of this issue, but it's a solution you can fix on the spot in game without entering your game files or having to do anything drastic or long to do. So I'm hoping enough noise will be made that a patch will come out, but this solution isn't too annoying for me to have to do beyond the fact that I have to deal with this issue at all.
