She was a cop. I basically found a loophole. When I restarted the game I went back to the board to add new clues and thats when it gave me a new suspect. It was weird but I managed to arrest another sim.
Done. Also, I don't have any mods running on the game either. If that helps anyone. But I did have to restart the game and my laptop before going back in. Also if you put in the testing cheats code and then shift and click on your sim you can go to pack cheats and get to work then detective and assign new case. Thats how I was able to add new clues. It didn't give me a new case it just gave me new clues to update and another suspect. Shortly after I resolved the one issue the same sim I arrested I couldn't fingerprint or anything it wouldn't let me open the cell door. I had to restart again to fix it. So maybe its a bug in the get to work pack itself they need to fix.
