I think I found a fix. Turn on testing cheats (testingcheats enabled after pressing CTRL + shift + C) and then add the suspect to your family via shift + Left click and then have them quit or retire from the police job. After that you can remove them from your family the same way you added them. Attempt to arrest then. Sometimes it says it’s the incorrect suspect even though I know they are the one I’m searching for, so just go back to the police station and reiniciarte the APB and it should mark them as the proper suspect then. My suspect is someone from Batuu and I wasn't able to arrest them or ask about a suspect. I added them to my family with the cheat, then deleted them. And I was able to arrest them!
