I'm having the same problem. Windows PC. I removed all my mods and cc and deleted localthumbcache. Still wouldn't let me deliver a pregnant sim's baby. She'll just walk up, touch the belly, get excited, and then they'll stare at each other for a few seconds before they get angry.
Edit: I've discovered the problem. If the surgery tables are any other color but the blue swatch used in the unedited hospital, babies can't be delivered on them. I tried every color swatch and only the default blue surgery table is capable of letting a doctor sim deliver babies on it.

Oh my god thank you so much this has been driving me insane!
Just had this issue myself. Indeed changing the color swatch to the first swatch (blue) allowed the animation to progress/complete. So strange.
