@SimmerStar4  I had this issue as well and I installed LittleMsSam's mod RBF_DisableCottageLivingAnimalAgingFix. It works for the Cottage Living animals and also works for the Horse Ranch mini goats and sheep. 
 
My experience with it is that animals in your save that are already aging will continue to do so, but after you install it no new animals will die. For chickens, this means that chicks will never age up.
 
Its not a game fix for the setting issue, but it is a work around.
