Still have the same issue today, October 30th, 2024.
My mini-goat just died even though the pets aging is unchecked...
I'm devastated, and no mods could rejuvenate it when it turned old...
Please fix this asap EA, I beg you

In my rotational save, one of my households has mini sheep, mini goats, and chickens. Last time I rotated back into this household I discovered that their animals (which my sim had purchased the last day before I rotated out of the household) were all elder. I replaced all the livestock. I assumed that the issue was that the animals were aging while I was playing other households, so I turned animal aging off when I rotated out of the lot. Next time I rotated back into the lot I noted that they were all still young adult animals. I turned animal aging back on, and then a household member was invited to the romance festival. When she came back from the festival, all the animals were elders. She was only gone for the duration of the festival (a few hours in game).
The thing is, I do want my animals to age and die. Old chickens dying makes room for new chicks in the chicken coop. However, I want them to have a normal lifespan. I do not want them to age from young adult to elder in a matter of sim hours every time I load back into the lot after one of the sims went to a community lot / visited a friend's house / went to a follow-to-work career.
One of the household members has the Country Caretaker aspiration, but these glitches make this aspiration extremely frustrating and this is not enjoyable gameplay.
I can't send a save, as I use mods.
