I have the same issue. It started after the latest update. I play with mods so I've played offline for a while waiting for all the mods to be updated. I actually play in sulani right now with my sim-family and there were never any issues before the latest patch.
I removed all my mods, started a new save file, but the issue still remains. I tested all the fishing spots I could find in Sulani. I also tried fishing in diffrent fishing spots in Oasis springs and Willow creek, and they work just fine. So it seems like it's only Sulani that is bugged out.

    Mine is broken too since the last update. That last update broke a lot of things in the game and I feel like EA is just ignoring all the online forums complaining about issues like this ☹️
