I have just noticed this today.
I don't know if this will help devs at all, but I only noticed this problem start happening after I installed the Horse Ranch expansion, the Ghost/paranormal expansion and the crystal creations/jewelry expansion all at once very recently.
I say this because I just finished the fish collection entirely with a family that lives in Sulani earlier this year (a few months, I want to say early summer?? But I could be mis-remembering. If there is a way to find out exactly what date I completed the collecton on, I'll tell you, it was a sulani fish.) using those signs specifically (a boat as well, but not exclusively, and not often). So, the bug may be very recent and unrelated to packs, or it might be related to those packs I listed.
I am on PC, using very few mods, none that would affect fishing changes.

You probably finished your collection in June/July before the patches for Lovestruck came out since that is when the game started to bug out, especially as there was a fishing quest in Lovestruck and the coding for it found a way to screw up Sulani's fishing spots.
