Might be easier to test with Merfolk. With the seasons pack, merfolk have the ability to change the weather. When it rains, I have this happen often, but I need to recapture my screenshots.
It might be possible for me to recreate this situation simply by having my Merfolk enter the water after changing the weather.
From what I can remember, they do not open umbrellas while swimming when I change the weather.
It's more like they don't close the umbrella when they go for a swim.
To add to that, I can't stop my merfolk from opening an umbrella. My merfolk are not negatively affected by rain and they boost hydration when it rains. They have the storm chaser trait, cold acclmiation, ice proof, heat acclimation, and heat proof trait, there should not be a situation in which they need an umbrella to protect themselves from rain nor should they be affected by changes in temperature. Being wet should not make them uncomfortable from being too cold. Opening an umbrella in the rain while the temperature isn't freezing shouldn't happen.

So, I might have found out why the umbrella thing happens with merfolk. I attached screenshots.
First, I want to say that having my merfolk use a sleeping interaction underwater is something I absolutely love. A big part of that is how it speeds up time when they sleep and the way things look.
Anyways, I think the Umbrella thing happens because of the intermediate action between walking on land and swimming.
Open Water Latters and the Shores of the Open World have an interaction a sim performs between swimming in the Open World and Walking around in the Open World.
When I used BB.Moveobjects to put objects underwater, I essentially removed the Wading and Climbing the Latter Interactions. This made the bug happen 100% of the time.
I haven't had this bug happen in pools, and I noticed that it seems to be happening in the Open World. It's as if sims start treating Open World Swimming areas like they are a part of the Open World they would normally walk around on. Everything from Walking on Water to using Umbrellas while swimming seems to be connected to this.
To recreate this:
Go to a Waterfront Lot in Sulani (I used Sapphire Shores):
Enable the cheat BB.MoveObjects
Place Objects Underwater
Have Sims interact with Underwater Objects
So far: Beds, Love Chairs, Living Chairs, Dining Chairs, Woodworking Tables, Easels, and Stereo's are all functional objects when places underwater. This isn't an intended thing, so it triggers a lot of bugs.
I still love having things my merfolk can do Underwater, and I hope that one day I can have, at least, a functional merfolk bed my merfolk can use to sleep underwater. I know merfolk can float at the top of the water, but there's just something really cool about being able to sleep underwater. Also, it just looks really cool too!
