Issue
None of my Bigcity-Sims can put candles on their cakes and i don`t get an option "Älter werden" by clicking on the Sim. I always have to wait for the auto-aging and my birthday-parties are going bad because i can`t fullfil the main task.
Steps you took for Issue to occur
Play bigcityliving in different appartements on different saves.
Where does the bug occur ?
In all kinds of appartements (don`t know if in the penthouse too). Different families and Sims.
Mods/CC
No Mods or CCs used, vanilla game.

I can also not duplicate this one. The options appears just fine for me.
After creating a whole new game folder this bug didn`t appear again on birthday and wedding cake. So this should be fine now?!
Did you start a new save game as well or does it also not occur on your old save anymore ?
It's not just a vampire specific bug. I can't age sims up up with the cake (human); I can add candles, blow them out without aging up, "celebrate", and I can't remove the candles.
Remove any Mods and CC you may have installed and try again.
I'm having the same bug happen to me, but so far I have only been able to test it in houses and not apartments. I'm gonna try repairing the game and if that doesn't work make the 50/50 thing with my cc. I'm glad to know I'm not the only one who has the problem though
Whenever my sim makes a birthday cake, they cannot put candles on it. I cannot age up my sims with a birthday cake.
UPDATE: I tried with the hamburger cake, and it worked. But it doesn't work with any other cake.

After the free holiday celebration update for Sims 4 my game won't age up my Sims anymore. I tried to have a birthday party, but the game didn't give me the option to put candles on my birthday cake. I couldn't even taste the frosting. The life bar is full, but my Sim won't age up by herself.
I don't have CC or any mods in my game. I already tried to reset my Sim, I restarted the game and tried the repair my game option from Origin, but nothing worked.
Can somebody help me?

Today I tried it via "repair my game" option again and now it's working again.
My Sims age automatically. But while holding a birthday party they cannot blow out the birthday candles when the cake is located on a dining table (Zeichentisch "Essen & Recyclen"). When it is on a kitchen unit they can blow out the candles. The option to help toddlers blow out the candles does not function in any location (table, floor, kitchen unit).
I play on/with macOS 10.12.2

And I am not sure what "Vanilla" is. I play on a Mac (no CC or Mods).

EDIT: I just read your report again and saw that this happens at a birthday party (must have missed that).
Does it work ok if you don't throw a party ?
I just recently updated The Sims 4 with the toddlers. The problem is, my toddler doesn't want to grow up and I can't get it to blow out the candles on any cake my other sims make.
What should I do?
Try moving the cake around a bit or move it to a table.
Also: Are you using mods ?
Same thing happens in my game. I had to bake 2 or 3 cakes to be able to put the wedding arch on it. I moved the cake from counter to counter to table to frig. finally was able to put the arch on the cake.
Birthday candles are the same. I finally did get them on the cake but I had to bake more than one cake to get them on and again moved the cake all over the place.
My sim also gets the plate stuck to one hand and holds the meal in the other hand when she bakes a pie of any kind.
Toddlers put their food in their inventory.
Since the update that added toddlers to the Sims 4, I have been unable to age up my toddler sim. No matter which family member I try to have assist the toddler in blowing out their candles, they merely pick up the child and set them back down again.
Are you using mods in your game ? If so, please remove them

Have you tried to move the cake to another place? A different table or a kitchen counter? Maybe the position of the cake is the problem.
Issue
Interactions unavailable for wedding cake. My two engaged sims got married at the Von Haunt estate. Female sim baked a cake, put a wedding topper on it, and placed it on a table at the venue. Even after they were married, the options to take a slice of cake were greyed out, with the message "You must wait for the newlyweds to take a slice". I tried both newlyweds, they couldn't interact. The option to put cake away, clean up and throw out were still avialable, so I think it was the game not recognising the wedding event.
Another issue I noticed was that an interaction that used to be under the romance pie menu exclusive to the wedding day has gone missing. It's like mess around for teens, can't remember the exact wording because it's been so long since I've played a wedding, but it's no longer avialable, which is probably a symptom of the same bug.
Steps you took for Issue to occur
I tried moving the cake around onto different surfaces, switching sims, baking another one, putting into inventory then taking back out, saving, quitting and repairing game, but issue persists.

In a first generation sims file in a brand new game - I just reset all files in an attempt to remedy lag issues with motive and skill gains.

Nope. I use mods and cc usually but haven't put any into this game since resetting the game files.

I've merged your thread with the birthday cake/wedding cake issues that are going on. There seem to be several of them. Usually it does help to move them around a bit and make sure there's no other item on the table.
Do you happen to still have a save while the event is going on, you could share ?
No, I don't have the save file anymore I'm afraid, but I googled the issue and saw a couple of people posting elsewhere with the same problem. If I come across it again, I'll share.
When i try to get a sim older it doesn't work the things i do: i bake a cake and there is no button: "Light birthday candles"
is this a bug?

I think there's a further bug to this, as since updating to vampires, like others I've experienced them not being able to add candles. My vampire goes one further and takes a slice immediately the cake is cooked (I've tried every type of cake she can cook, pausing it just as the cake's finished, but it doesn't help), which means of course you can't add candles anyway.
