Me as well. So frustrating and happened to all 3 sims I have put through the quest line.
If you wait, like, forever. ( kidding but not really ) It will reset and you can continue on with an arrest being made.
Just let it run for a while. Its your only option as shift click object reset does nothing regardless of what object your clicking on.
Can't save or load out. Only other option is to close the game and start your progress over.
****Edit, this just worked for me. I clicked on the food cart just down a little from the tie fighter and it let me order food/drink,
which got me unstuck. Maybe it will work for others in the same situation*********
