I just discovered the immediate fix for this:
Do the resetSim cheat for the full name of the Sim you're arresting when it glitches out. You can find their name near the top of your "Relationships - R" panel, since you recently interacted with them.
Then it's all fixed!
This interaction seems to only be broken at the higher levels of First Order rank - when I was at a lower level I was able to arrest Resistance members just fine, but with "Check ID" at rank 4 the "Escort Prisoner" action didn't go through. I tried twice - the first time, my Sim had a conversation with his droid queue up instead of actually arresting anyone, the second time "Escort Prisoner" did actually pop into the queue but he walked to a different part of the map and eventually the prisoner left the lot.
I've tried resetting Sims by clicking on them and that didn't work - haven't tried the resetSim Firstname Lastname cheat.
