Just realized the thread title says "NEED SAVES." I have a save where you can't arrest someone to continue with the aspiration, happens 100% of the time, but it's on PS4. Should I just go ahead and upload it?
Ok, followed the instructions and here are the PS4 save files. I already saved while my Sim is in Batuu and with the aspiration selected as well.

Here is the PC version of this DISTURBING glitch... I couldn't find a way to transfer my prisoner from Black spire outpost to First order district And failed to complete the mission.
