Hmm... The wording on the in-game is confusing in my opinion too.

From the files, I see that they have to run "Become Best Friends" interaction to complete.

Try becoming best friends with a vampire and report back! Sims can have multiple best friends too now, so no need to worry.

Ah, and this post would need [ROM] and [W] tags too as Spellcasters and Werewolves are also occults with the same goal available as with vampires.

As soon as I became best friends, the friends with a Vampire worked.  They just need to update the wording.
