[ARCHIVED] Lots are missing from world

Product: The Sims 4
Platform:PC
Which language are you playing the game in? English
How often does the bug occur? Rarely (0% - 9%)
What is your current game version number? 1.107.151.1020
What expansions, game packs, and stuff packs do you have installed? All o fthem
Steps: How can we find the bug ourselves? Unclear but this possibly happens if you install a pack and start the game until it's fully installed or something else causes an incomplete installation
What happens when the bug occurs? The world has no lots.
What do you expect to see? Lots in the world
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I believe this issue is related to this or at least has the same root cause: Maps from DLC appearing twice on Overview page

Sometimes both issues occur

    Hi, since downloading high school years the cooperdale map has not worked. I can go into the world, but it’s blank with no lots as seen in the screenshot, same problem occurs when I try and get sims to travel there. When I select the option to join teens at high school the teachers come to the teens home. Not sure how to fix this, I have tried to repair the game multiple times and uninstalled and reinstalled all sims games, but the problem has not resolved. I have no mods.

    The lots appear to be empty even though I expected pre-built houses to be available. I cannot even enter my sims into the map. I’m not sure if this is a bug, an issue with my game setup, or something else.
